In the end the students pay for it. Yes many universities have campus agreements with MS, but if one were to check their student fees there would be fees for technology.
You pay for those fees whether you get the software or not, so you might as well get the software.

I assume from your profile you are at U of Minnesota? What U of M is the OP referring to? I am at U of Michigan and I haven't seen Vista on the MSDNAA website yet.
