I just thought of something. Maybe Worf is a "grower". When flacid, he's nothing more than a shaftless mushroom (and hence would be embarrassed to appear naked in Riker and Troi's wedding).

However, when aroused, he is hung like a horse. This would explain the fact that he isn't a virgin -- he's had sexual relationships with women like Troi and that Klingon woman who had his child -- because he needn't be embarrassed in sexual situations.
