Does WinME step-up edition require FULL version of 98 or will UPGRADE version do ?

I just bought WinME step-up edition (that requires you to have 98 or 98SE) but haven't opened the package yet.

Could someone please let me know if this step-up edition requires a FULL version of 98, or will an UPGRADE edition of 98 do ?

I have full version 95 and an upgrade version of 98.
