Does WinMe require a primary active partion?

Yep. All Windows OS'es require a Primary Partition. Windows 9x/Me must be installed on a primary partition, but NT/2000/XP can be installed for the most part on a Primary or Logical Drive, but NT/2000/XP still require a small Primary partition for ntldr., ntdetect.com, boot.ini and a few other boot files.
