Does this sound right?

I was thinking about leaving early today because of the bad weather. The HR lady told me that if I leave, I should do it on the hour, not in between, because if I left at say 12:30 i would get docked an hour's pay instead of the actual time. WTF?

Is this ass backwards or is this normal?

leave half hour early... get docked an hour.. come in half an hour late tomorrow to cancel it out?

yeah, everywhere else i have worked has been that way. I was also told that if you are 1 minute late, it gets rounded to the quarter hour. So if I start at 8:00, come in at 8:01, it puts me in at 8:15.
