Nah... its the fact that most people's moms dont do much except surf the web or something.

My mom does CAD, and I'm going to build a system similar to yours, albeit with a QuadroFX, FireGL, or Wildcat VP video card and U160 SCSI (Fujitsu MAP series, which are quieter than most 7200rpm IDE drives mind you).
 
i'd add a fan speed controller to cut noise, and perhaps a barracuda as a quieter harddrive. and as quiet a cpu cooler as possible.
 
Get some better RAM definetly if she doesn't like to wait. Get some Corsair or HyperX that will be guarenteed to run at CL2, I really notice a big diff from CL2.5 to CL2.

I'd go with an AMD solution, but hell if she wants speed and will pay for it then by all means go intel. Intel does own AMD in bussiness type tasks anyways.

Unless she's going to want to copy a CD on the fly, get her a Lite-On CD-RW/DVD-ROM combo drive.

Oh and dont forget the floppy, they are actually useful sometimes.
 
seeing that you are gonna connect this machine to a lcd monitor, i highly suggest you spend 5 bucks more on the video and get a radeon 7000 like this one

Follow fearofthenight's suggestion.
Using an nForce2 motherboard with IGP, and AMD Barton 2500+ CPU, you will save a bundle and will be more than fast enough.
Then just get a EIDE Hard Drive like a 80GB Western Digital SE, will be plenty fast and have more storage.
 
I like how your mom's computer is going to be a lot better than a lot of gamer's computers around here that don't have enough cash to upgrade =P.
