Does this seem like a reasonable network setup

I'm upgrading my network and here's my plan: in the basement, their will be a few servers, a nas, a gigabit switch, the modem, our voip Vonage box, and the patch panel. Then, on the main floor of the house in the living room, their will be a Ethernet cable coming from the basement to the living room. The cable will then be plugged into another small gigabit switch that will be connected to various devices such as the TV and Apple TV. Then, on the upper floor of the house, their will be one room with a PC, that will have an Ethernet cable running from it to the basement. Finally, on the upper floor in the hallway, near the ceiling their will be the router which will be connected by an Ethernet cable going all the way to the modem in the basement as well as an Ethernet cable going to the switch in the basement.
Does this all seem reasonable?

Seems OK except the router with two cables being on the upper floor with the modem in the basement. Is that just to get WiFi to the rest of the house?
