As a result, this assessment would necessarily ensure the agency operated under the principles of security for security?s sake. One of the major flaws of the current CSIS method of operation is the fact that it does not retain ?intercepted? communications Instead, it files summaries of the material recorded and destroys the original tapes or transcripts after approximately thirty days36. This procedure was cited as the foremost gaffe on behalf of the government?s part during the Air India trial. Consequently, a superior approach to surveillance by CSIS would be the preservation of all pertinent communications indefinitely. This would allow CSIS to both inform the RCMP of suspected terror plots and save the evidence required for a conviction if applicable. Issues of privacy and civil rights naturally are important considerations, but the role of CSIS as a civilian security agency rather than a law enforcement body37 must be reformed in order to have greater operational links with the RCMP
