Does this look burnt?

I just got a refurbished GeForce 2 GTS-V from newegg and it won't work. My system boots up fine if I don't install drivers for the card. Once I install drivers, I get blue screens and lockups during bootup. If I bootup with the drivers uninstalled and have WinXP install them, the system will crash when I try to change resolution. I reinstalled my old GeForce 1 DDR and my system works fine again.
I took out the GTS-V and I noticed some soldering spots looked burned. I took a picture of the burned parts.

Has anyone returned a refurbished part back to Newegg? Thanks.

I had a GF2 GTS that did that once. It worked great at 640x480x16, but the minute you tried to up the resolution or color depth it went to sh!t. I ended up selling it for $40 to someone who thought he could fix it.

The BSOD says something like "Page error in non-page file area". I can't remember the exact error. Bootup takes considerably longer and then I get the blue screen.

what drivers did you install for the card? I was having bootup problems with my pro if I installed any drivers above the 21.83's why dont you try the 21.83's?

I guy I new had that card and it worked fine for a good while, then the same thing happened.

edit: he was running win2k and 98, neither worked.
