i think most people tend to agree that when someone says "asian" they are speaking of someone from eastern asia (chinese, japanese, korean, etc.).

but if you want to get technical:

you can't use any contienent name as a way to describe ethnicity so it's pretty silly to assume that when someone says "asian" they are including russians when it comes to race.
