Does the RAM and/or CPU have to be in for a M/B to draw power?

I just completed building an Athlon based system with an EPoX 8K5A2+. I've been having problems booting the system. I hit the power button and nothing happens. I have tried putting the board on the (wooden) floor to avoid a short circuit, but still no luck. Earlier by pushing the power button and switching the PSU switch at the same time I could get the board to draw current for a second or two as indicated by all the fans whirring and LED's lighting up, however this trick has stopped working (I hope I didn't damage anything).

Anyways I was testing that the power button and everything were working by substituing another much older M/B with a CPU and RAM. This worked fine, however I noticed that this board would even draw current when it had neither RAM nor a CPU installed. I tried removing the RAM and then the CPU from my EPoX board and it did not react to any of the conditions. Does this behavior indicate that my Mainboard is faulty or will the EPoX only power up with good working parts (unfortunatley I have no other DDR RAM dimms or Socket A CPU's to interchange)? Your help would be greatly appreciated.

It should power up and give you beep codes (to indicate you are missing components) How many watts is your PSU, and who makes it?

My PSU is a 350W Enermax (EG365P-VE (FCA)). I don't think that's the problem cause it works when hooked up to other mainboards.
