Does "Right Turn Signal" imply "No right turn on red"?

In FL (as per above, unless it says no turn on red, stop, proceed when clear).

Regarding Right Turn Arrows, exiting the highway (for example) there are sometimes two right turn lanes. In at least one location that I can think of there is a 'Right turn on red from the right lane only' sign. However, the left lane does not have a 'no turn on red' sign. I've never had the joy of seeing someone in the left lane get a ticket for stopping and then turning when it was clear, but, perhaps someday. Meanwhile, I see plenty of people stopping in the right lane and waiting for the light ot change, even if traffic is clear. Oh well.
