Does program manager show all?

Okay, I'm not sure if its called program manager or what. . but its that little Window in Windows 95/98/(Me?) that pops up when you push CTRL+ALT+Del. AnyhOo. . my question is, does this window show you EVERY program that is currently running on your system ?? -- Thanks
 
No, it does not show everything that is running.

Something like Resman will show you what is running and allow you to shut it down.
