Does PCI express make other PCI devices operate faster

Is it worth the extra money to get a motherboard with PCI express even if you aren't going to be using a PCI express video card?

Does having PCI express on a motherboard increase performance of regular old PCI cards?
 
PCI will always be limited to 33MHz and 133MB/s as far as I can remember so having PCIe should not affect these speeds. I wouldn't get a PCIe mobo until getting a PCIe video card.
