No, I asked about this and here is their response:

We apologize for the inconvenience. PayPal is an online payment processing
service and does not provide a credit card processing merchant account.
The purpose of PayPal is to provide a secure and confidential account for
individuals and businesses that do not wish to share critical credit card
and bank account information. Therefore, only the account holder or an
authorized Secondary Login may conduct transactions on a specific PayPal
Account. Per our Terms of Use, "To protect yourself from losses, you
should not reveal your Password, PIN, or any other Access Device to any
person not authorized by you to use your PayPal account."

Do you mean... Merchant has PAYPAL and customer wants to buy and use Credit card withou the customer having a Paypal account?
If so... Yes and if you get them to sign up w/ PAYPAL from the link they provide, you get $$ to your account.
