Does overclocking a video card affect its BIOS?

If you overclock a videocard (say, GeForce 3) from a Windows utility (like RivaTuner) are the overclocked settings applied only within windows, or are they applied as soon as the computer boots? Will reformatting the hard drive and reinstalling windows undo any video card overclocking?

I think it's only within Windows; it's applied when Windows initializes the registry entry.
