I think as far as innovation yes, maybe not implementation.Though I will give China props. Does it matter if the scientist in the US are foreign?

I guess, if they are willing to represent or reside within the U.S.

Does our country have the greatest intellectual base?

many time yes.

However, if you were to ask:

Does our country produce the greatest intellectual base?

The answer might be different.

The resources are there, but the people of "our country" hardly take advantage of it.

It tooke me 1.5yrs of doing badly at one university and then taking my education seriously at another to learn that.

I don't think so. We're not as motivated from a young age as other countries are...

For a start, which is 'our' country? (Multi-national website and all!)

Then how do you define greatest intellectual base?

The US certainly has the greatest ability to pose badly defined questions, no doubt. :D

What the... where's the no option? The only options are yes, maybe, and it's a tie.

Biased poll alert!!!

I think the biggest factor is the amount of grants and funds that are available to fund even slightly viable ideas and projects.

The US intellectual base has a large percentage of foreign born members. In my university department (molecular and cell biology), I would say at least half the staff, doc and post-doc students, and grad students are either 1st generation Americans or were born elsewhere.

Well, I think America has the greatest scientists without a doubt. There are many great American scientists both born here, and from all over the world.
