Does MSN Messenger limit the download/upload speed when sharing files to one another?

A friend is just sending me some pictures, but the download from my end is SLOW. We're both on a 2MB connection so there's not an issue there

Is it capped by MSN to prevent mass peer-to-peer sharing?
