Does it matter how you arrange IDE devices?

at the moment I have

Primary IDE 1: DVD
Slave IDE 1: CDRW
Primary IDE 2: HDD
Slave IDE 2: Zip

for some reason my CDRW lacks full functionality as well.

Yuck. Nasty config. I don't think there's a real winner there. You're bound to be combining that Zip drive (PIO mode only?) with something. Your best bet is to couple an optical drive and the Zip together on the secondary channel.

Put the "higher use" device on secondary master - DVD if you do a lot of ripping (NOT watching, ripping) and CDRW if your time is spent burning.

I'd arrange it like this...

Primary IDE 1: HDD
Slave IDE 1: DVD
Primary IDE 2: CDRW
Slave IDE 2: Zip
