Does increasing Refresh Rate lower the performance?

well my question is pretty much in the title. If I increse my refresh rate in a game, will my performance drop a bit, or does the the refrsh rate not matter?

Doesn't matter, all it does is set how often your monitor "refreshes." If anything, it could be a limit, as AFAIK your fps is limited by your refresh rate. Layman's terms: No.

If you have vsync on and you increase your refresh rate AND your rig is capable of higher frame rates...it will increase your performance.

edit: I should say increase your "framerate"

In a word, no. With Vsynch off (which I believe most of us do), raising the refresh rate, say from 60 Hz to 75Hz or 85Hz or even 100Hz will not affect performance whatsoever.
