Does higher Refresh Rates make video faster?

Sorry if this is a dumb question, but does a higher refresh rate make your video faster in games? I have my desktop running at 1600X1200 with a refresh rate of 60 Hertz, and was thinking of turning it up to 75 Hertz. I have a Geforce 4 Ti 4600 , running on a 1.4 ghz AMD with 768mb Ram on WinXP. And then would turning on vsync in games help too? Thanks

Turning VSYNC off will make things faster - vysnc is usually on by default
Turning up the refresh will make it slower (just slightly)

the higher the refresh rate on the monitor the smoother the image u get. @ 60 hz u'r gonna get some sharp edges but @ say 100hz u'r gonna have smooth edges. if u'r BM then u'll want vsync off as it does slow things down as the frames can be drawn faster.

If your graphics card has enough crunch to keep up the 1:1 ratio of image rendering and CRT refresh rate, then keep VSync enabled and raise the CRT refresh rate to 85 Hz. (More than 90 Hz strains human vision more than 85! Odd but true, try it out.)

On a bandwidth limited graphics engine, the extra bandwidth pulled by the RAMDAC having to refresh the display more often only makes matters worse.
