If you store your password you can play in offline mode but every so often offline mode wouldn't work for me and I was forced to turn on network connection (I normally don't use this machine for internet access)

You should be OK for single-player missions.

When you boot-up and get the "Steam can't connect" window, hit the "play in offline mode" on the bottom right.

When you first start initially I believe it requires a internet connection, subsequently i dont think so.

No, at least not for me.

I shut down the PC overnight (unless running memtest etc.), so when I boot up and Steam tries to start I get the window/message I posted above.

All I must do is select "play in offline mode" (or wording similar to that effect) as I mentioned above.

My gaming rig is rarely conected to the net, last time was to install HL2. Since then it's been disconected and I've had no prob in offline mode. In fact, the game is working well and I dont wanna connect again for fear Steam will d/l some unneccessary patch etc ("don't fix it if it aint broke ;) )
