I see this on the site for most arrangements: Delivery is available by FedEx®, DHL® or UPS® in most areas

Eh? Wouldn't the local florist deliver it?
 
Depends if you have any affiliated ones. My mom used to own a flower shop (I hated V day since I was the cheap delivery person), and was not a member because of the fees they charge. If she were, then yes, she would get the orders for local delivery (this was back in the late 80's, early 90's, so that may have changed).
 
for some things they do, you can tell when it says "delivery by local florist". For many other things they have gone to shipping direct from the grower to compete with proflowers and others
