Does exporting dv video as a Windows AVI movie involve any transcoding?

I can't get Adobe Premier Pro to export a dvd sequence directly to dvd using that function in Adobe Premier Pro.

Just wondering if I export that same dvd sequence as a Windows AVI movie is there any transcoding or is it essentially a different "wrapper" to the same data?
