There's always a chance, but keep in mind that the elites are intended to be the creme de la creme of the membership base, so it's intentionally kept pretty small and is already at a level that would basically be called "full." You can make it, anyone can, but you must make an exceptional effort to get there. xtknight in particular made it because his LCD guide and willingness to answer questions on the subject is second to none(his guide is so good that it's the #1 hit at Google).
