Does dolby digital/DTS require a decoder?

Hello just curious, I was in the market for some speakers and was wondering why some hardware sites list some speakers as having a decoder and some not? Does this mean the speakers that don?t come with a decoder are unable to play DD/DTS until a separate one is purchased? This is what I assume except I see mentions of software decoding and many reviews don?t list the decoder used, yet talk about a speaker sets Dolby Digital play back

Can someone clarify?

EDIT: Also does anyone know any good sites for sound reviews? Speakers and cards.
 
Quick Ans. Yes. You can either do your decoding outside your PC, like in your speakers' control box (if it is capable of it), or in your PC, via your sound card, if it is capable of it. With the Audigy2, for instance (same for the Audigy most likely), you can "pass thru" the DD/DTS signal (which is digital) and then decode it externally, or else decode it internally, and send the 5.1 or 6.1 signals out via your analog outputs.

Ahh yes I was going to get an audigy 2, so this is its a good card to have if you dont have a decoder? Does it take any kind of performance hit on the system for the soundcard to do the decoding?
