Does / Can a router split a connection evenly at all times?

my router is a D-Link 504T ADSL router

it tells me this

DSL Status Connected
DSL Speed 288 Kbps Upstream,
2272 Kbps Downstream

which for my 2mb tiscali connection sure reads right...........however im routinely hitting sub 500k

sometimes......300k and below.

routers fault? or ISP being crap?
