Does Biden technically become the 44th President if Obama never takes the Oath?

Lets say Obama's train to DC gets teleported by Aliens.

Does Biden become 44th (instead of 45th) since Obama never made it to the Oath?

Yep, if he gets sworn in and Obama does not. Right now Obama is Prez-elect.


But if anybody does kill him, or takes a shoot at him, it would only maker him/Biden stronger. Look at R.Reagan. After he was shoot support for him went way up. When he ran for re-election that helped him even more and allowed him to get things through congress much easier.

if Obama dropped dead of a heart attack right after Biden was sworn in as VP, I'd imagine the line of presidential succession would go into effect as soon as GWB/Cheney's term expires. if Obama and Biden were to both die, we'd probably be looking at President Pelosi.
