Most of that sort of thing is usually handled by governments.
For example: here in Ontario, there are programs under the provincial disability body for people with hearing/sight disabilities to get any special devices they need -- in the case of the blind, computers preloaded with voice-type software, and in the case of the deaf, things like teletype devices that allow you to communicate via phone.
Then again, us canucks tend to be more socialistic in our views of taking care of those less fortunate, so there may not be such programs in the US.
