There are quite a few access and security apps right -> here.

I've quickly looked through some of the descriptions. There has got to be one in there that will disable certain key combos. If I can find any others I'll edit/update.

Edit: Found an app with some potential right -> here.

The description of the above link:

<< Special Keys Disabler v1.1 Date: August 3, 1999

A utility program that can enable and disable the special keys combinations in Windows 9x. It disables the special keys combinations like ctrl+alt+del and alt+tab. This program prevents the user to use those keys combinations permanently, thus preventing improper restarting or shutdown of the computer.

Edit2: If the second link doesn't work, you can go -> here for another big list of apps and utilities.

So far, your best bet is with the second link. I haven't tried it, so proceed with caution.

Run linux, and you can say good bye to multi media, games, and everything else thats fun.
Run linux, and you can be a dumb open source gnu bitch!

<< Run Linux and you won't have those problems. >>

you would have a different problem since you can't run CS and UT to begin with
