does anyone know how to change a .bmp into a .jpg or .gif?

you can use Photoshop. Just go to File->Save As and save as a jpg or gif.

ACDSee can also convert for you. If you use ACDSee Classic (which everyone should use), find the bmp you want to convert, click on it, go to Tools->Convert, and pick the format of your choice.
 
"Imaging" (Kodak Imaging)

In accessories, can do .bmp to .jpg and it comes with Windows, so if Paint won't do it, that should.
Just open the .bmp then click save as and select .jpg.
 
I believe if you open a bmp in paint you can hit file>save as and save it as a jpeg.. could be wrong though
 
Yes, MS Paint (at least in windows XP/2000 & probably Win ME & 98) can do this for free (well not exactly free since OS has to be purchased first).
 
You need a GOOD converter to preserve quality yet provide nice compression. LView Pro is a great tool for this and other work. Jasc's Pain Shop Pro is much better but is 10x larger.
