The copper testers are top notch as well, but you get MUCH more information with a straight OTDR than the fiber add on module for the copper.

This is one area where you don't want to skimp on price/features. It will pay for itself over and over again. Most all communications problem are because of the physical layer and the only real way to verify that is with a scanner/certifier. The singlemode/multimode OTDR runs around 35K I think.

I've used an old HP TDR in measuring bus reflectance at high speed, back when we used to use a bus based backplane on our data acquisition system (proprietary)

Any competent installer might rent one to you. Look to very large electrical contractors or possibly call Fluke sales. It might be better to just hire somebody to test for you and provide the results.

If that's all you want to do, then why not use a simple scope and pulse generator? We do this in the lab with students all the time.
