In Wisconsin; had Charter@home, just switched to Charter Pipeline. Considering it just launched a week or so ago here in response to @home's bankruptcy, I think so far Pipeline is okay. For my $50 a month, I get three e-mail accounts, 10 MB of web space and so far, moderately good, fast service.
Of course, I've called @home tech support so many times in the last couple of years that I can pretty much troubleshoot any problems myself, barring network issues, so I'm down to maybe one call every couple of months, most of the time it's for stuff that's simple but has to be taken care of on their end. I'd say 99% of the time, tech support eventually gets my problem solved, although Tier2 is definitely miles better (in terms of brains and attitude) than Tier1 support.
I've noticed since switching to Pipeline that they're having sporadic problems with their mail servers and there have been some times during the day when my speed stinks, but I've noticed they're also messing with the television channels again, so maybe the slowdowns are because of something they're doing in relation to the television signal or something.
In general though, Charter itself sucks - overpriced, iffy service and they really could care less what their customers want or say. We keep hearing that we're going to get a cable competitor in the area, but no one's been able to get one going yet.
