Going against the grain does give razor burn, but it doesn't leave bumps. It takes off the bumps as well ^_^

If you're seeing razor burn going against the grain, one of three things is happening: your razor isn't sharp enough, you're using the wrong kind of shaving cream (or not enough), or the hair is too long to be shaving against the grain.
If you see razor burn going against the grain, try using a sensative-skin shaving cream, shaving with the grain with a sharp razor, then re-applying a small amount of shaving cream after going with the grain before shaving against it.

Oh, another thing. Use a lather brush. Not only does it look James-Bond suave doing it, but it helps stimulate the skin and extend the hairs outward. And of course, makes a nice lather.
