Cables 1 and 2 are not very long, so i won't be able to connect it to my PC and my HDTV at the same time how do i use them.

This is a VIVO cable used for video input and output. Two of the plugs are inputs, so you can connect an external device (VCR, game console, cable box, etc.) and view/record it on your computer with appropriate software. This should have come with the card. The other two are outputs, so you can display your video card's output on a TV (or feed it into a VCR or the like).
You plug it into the 'middle' socket on the card (between the two DVI/VGA outputs).

Plug it into the 'middle' socket on the card, enable YPbPr output in CCC and select the resolution you want. Use component (YPbPr) output cables to connect the plugs to the matching inputs on an HDTV.

How can you not know how to use a composite video cable? It's a frickin' video cable; plug it from the input/output of the VIVO cable into a device that takes a composite input/output.It's just like the S-Video cable, except for RCA video.

They just give you composite/S-Video or YPbPr plugs on your video card (respectively). Use the included S-Video/composite tables to connect the VIVO cable to other devices. You'll need to buy a separate set of component cables to use the component outputs.

Cables "3 and 4" and can be used with Cable "1" to connect inputs or outputs. If you want to connect two things via composite or S-Video (rather than one of each), you'll need more composite/S-Video cables.
Cable 2 gives you component (YPbPr) plugs that can be used to connect your PC to an HDTV and actually get HD-quality output. You can get component cables at most places that sell AV equipment (although most B&M stores will gouge you horribly on them; I suggest cablesforless.com if you want them cheaper). Note that if your HDTV has DVI/HDMI or VGA inputs, you can use those as well.

I'm gonna have to go with audio cables on that one?
You will probably need a stereo minijack->stereo RCA adapter plug (like this one), if that's what you are talking about. Then plug it into the audio inputs on the TV or your receiver.
