Does a Windows password slow Windows load?

So for the past year I have not been using a Windows password on my personal PC. Recently I decided to change that. However, it seems that right after I did that it caused Windows to take an extra 10-20 seconds to load.

Is this normal?
 
Of course it does. If nothing more than the time it takes to enter the password, hit enter, and process it. That time becomes part of the load cycle and can't be ignored. The fastest load time for Windows is with Autologon, which can be installed by Tweak-UI.
 
There is a bug in Vista that does delay your login if you have network shares and/or mappings. Vista is a terribly inefficient beast at authentication.
