Does a computer monitor *Need* the common ground?

When I took the back off my computer monitor my my mame cab, I noticed that there were 3 metal "Finger Springs" that pushed against a metal plate that went all over on the inside of the back panel. I am going to assume that this is a common ground. I have tried the monitor with out it, and it works fine, but I am just wondering what that is there for?
 
If wired properly, and there are never problems with the monitor, it won't NEED a common ground. It's just for safety reasons.
