The scoop IS functional. The same engine is used in the Viper SRT-10 and it also has a hood scoop to force air into the engine.
Sporting a raised hood with non-functional scoop...

a hood scoop is ALWAYS functional... getting cool air into the hot as a mother f'er engine bay ALWAYS helps the engine stay cooler... there is no such thing as a non functional hood scoop...

if that black tube coming off the front of the block is the intake, then it definitely is functional... if its not the intake i dunno what the hell else it would be, lol
