no, PGP email is outdated and like you said, not everyone uses it.
nowadays, you tell your mail client to encrypt, it talks to the mailserver and the mail is encrypted and stored online behind ssl.  the recipient gets a link to the encrypted mail and views the email online behind ssl.
pgp is good for encrypting attachments, but really, when was the last time an IT guy lets an encrypted attachment pass his mail filter?  2001? the file will most likely be quarantined, forgotten, and deleted after 30 days.
