I think the law states that tipped employees (> $30 a month) can be paid at a reduced wage ~2.50/hr. So yes they do make a salary but for many of them it is based on tips.
IMO tipping is not about obligation, it is about services rendered. Last night the wiff and went out to dinner. The waitress hustled brought us everything we needed, food was excellent, beer was cold. The bill was $44. and I left her a 10 spot. I have also spent twice that on dinner and left nothing except a word to the manager about his operation and my assurances that I would not be back. Don't feel obligated to tip but also don't assume that the staff is getting paid anyway. Pay for the service that is rendered. JMO
