Frustration does not mean someone is insulted. There is an undeniable amount of concern and whining from the British regarding the degradation of the relationship between the two countries.

Oregon is a state in the US; I can't think of a single reason people in the United States might be more familiar with the size of Oregon than of Great Britain, can you? It's akin to saying "London, an urban area roughly the size of Chicago." That's not immediately implying that London is a festering, dank, rotting hellpit entirely peopled with rapists and tax attorneys. It's making a comparison between an area people are not familiar with and one they are to give them a better understanding of what to expect. It's a simple comparison...
