There is nothing laissez-faire about the Constitution. The Articles of Confederation was laissez-faire, however.
There were the neoconservative neo-mercantilist men who designed the Constitution (Hamilton and his NE banksters) and their intellectual heirs (Clay, Lincoln, Reagan) vs. the laissez-faire liberals/paleocons and their heirs (Jefferson, Jackson, Cleveland).
