The pause is from the
predictive dialer determining that there is a live body on the line and then transferring the call to a waiter marketer.
If you want to stop getting telemarketing calls, instruct the marketer to "please take me off your list." This is a legally-binding oral contract (by federal law, it applies even in states that do not recognize oral contracts). That company may not call you again without facing civil penalty (provided that you keep a record of the calls and file a complaint with the FTC or your state AG if they do call you again).
Telling the marketer that "he's not here" guarantees that they will call you again. The marketer will select "Not available, call back later" in the computer before moving onto his next call. The computer will then schedule the dialer to call again at a different time.
