I have an S7 and noticed that taking low light pics without flash actually looks better. Is it normal that lo light pics taken without flash look better or do most people use flash? Maybe also mention which phones you've used taking low light pics with and without flash and what was better.

I prefer it, but it doesn't always work out. Flashless photos are warmer, and more natural looking imo. I'm just a dummy, and not especially interested in photographs, so my opinion can be taken with a pound of salt. I take pictures sometimes, and I prefer to take them sans flash.

I agree, better no flash on my S7e too. But to get really low light pics ill still take my DSLR over my cellphone. cellphones are good in low light but only to a point.

Generally don't use flash unless it's pitch black or lots of motion. Flash makes things look really unnatural.

I avoid flash whenever possible. Even with newer phones, it just leads to a washed out, unnatural picture... and it usually annoys everyone in the scene.

Most nicer smartphones can take at least decent low-light photos without a flash. My iPhone 7 is just fine (a tad noisy in some conditions, but fine). I know the Galaxy S7/S8 and Pixel 2 lines are particularly good, and either the Note 8 or iPhone X is ideal if you want to take low light shots with zoom (since they both do OIS on their secondary rear camera).
