because it isn't necessary. Let's say you had to flip a switch on your light and then flip a switch on the wall to turn it off to "be safe" in not messing up fluorescent bulbs, would you still do it if the wall switch worked all the time with no risk of messing up incandescent bulbs and you were using incandescents at the time?
If you didn't know better you might follow the instructions "just to be safe" but if you do know better and there is no risk then there isn't any reason to do it.
