Just chatting with my girl and going back and forth on how to amend The Constitution. From what I can tell, and I'm no constitutional expert, the people/states can indeed do it. BRILLIANT! The discussion revolved around the federal legislative branch and the role of the states and their say. The bit about the 21st is particularly interesting.

"We have never had a constitutional convention since the one in 1787. All the amendments to that constitution have been passed through congress and through the state legislatures, except one. The 21st amendment bypassed the state legislatures and was ratified by conventions in the states."
