Nope, only would if someone told me I was on theirs. Wouldn't be fair if I had to put up with someone that didn't have to put up with me. Otherwise there's a warm bond created in sharing each others miserable opinions.

I have enough self-control to just ignore posts that I don't want to read. What's the point in blocking people anyways since this is a social site? If you block everything you don't want to see I suppose you are creating your own little utopia.

A re-occurring spammer would be subject to ignore list.. but mods take care of that anyways I'm assuming since I never see any of those.

I just skip over posts I don't want to read.

If I were at a party and someone kept jumping up and down while screaming in my ear I would put them on my IL.

On a forum where the worst people can do to assault my tender sensibilities amounts to "ur stoopid diaf lolz" IN WRITTEN WORDS, an IL seems...silly.
