No really, it's a lame way of saying hello to someone. People even say it to strangers. I think "Hello, how are you" or just "hello" is is much nicer. People will respond in a more postive way to you when you use something other than what's up?
A friend of mind from Brooklyn always calls me and as soon as I say hello, he's like "Yo! 'Sup Kid." I'd smack him if I could, then again he didn't like that I used to say "hella" all the time. He didn't like it when I would "bail" instead of leave or "late" instead of bye either. What can I say though, I did grow up in California.
It drives me crazy too. Here in Hawaii they just say "Howzit?" Which you are really not supposed to answer with a good or fine or something, it is just a way of saying hello. To each his own I guess!
