Do you equate "clean pull" on a listing to used?

Selling something listed as "clean pull", do you equate that to "pulled from a working system" correct? Just want to make sure I'm thinking correctly.

to me "clean pull" means the part came from a working system (when it was last turned on/off, the system/part was working) and the part has been cleaned to come extent, either blown with air or wiped off or something

As long as the box has been opened, I'd like to know that from the buyer. The fact that it was once installed (even if it was pulled before the system was ever turned on) means it was used.
