I go one step up from the really cheap stuff. Store brand double-ply of decent quality, and I buy in bulk (24 rolls).

Cottonelle, Charmin or Northern

Kroger's is huge here...they normally have Cottonelle for .99 per 4 pack....almost every Sunday there is a coupon for .50, Kroger doubles it so quality tp for free.


 
There's usually a Mid-grade+ brand onsale at a reasonable price. That's what I usually get. I'm not really stuck on Top Quality for TP. If I were rich it would be Kleenex brand TP though. Charmin is good stuff, but the Kleenex TP I got onsale a yearish ago was very noticably superior to Charmin.

That's what I get. I buy Marcal because it's a family owned business. It's just like the Scott that's in the paper wrapped rolls.

I have found the cheap stuff just doesn't seem to last as long as the Scotts. Scotts has just the right balance of fluffiness versus strenth.

We used to buy the Scott's 1000 sheet roll. We still buy scott's, but it's 600 sheets and a bit softer.

White Cloud from Walmart. I look at unit price and buy the cheapest... it's actually very soft.
 
I like the softest stuff I can find - in opposite of the OP I don't splurge on a lot, but I like comfy toilet paper.
